Circular 343/2016/TT-BTC guiding the implementation of the public disclosure of budget estimates, the situation of implementation, and the final accounts of the state budget (NSNN), central budget, provincial budget, district budget, communal budget and policies on reporting and inspecting the situation of budget transparency.

The Ministry of Finance is responsible for publicly disclosing data, indicators, explanatory notes on budget estimates, and the settlement of budgets at all levels according to the templates attached to this Circular. Specifically:

- 11 templates for public disclosure of state budget estimates and allocation of the central budget submitted to the National Assembly;- 11 templates for public disclosure of state budget estimates and allocation of the central budget approved by the National Assembly;- 03 templates for public disclosure of quarterly (6-month, annual) state budget estimate implementation data reported to the Government of Vietnam;- 07 templates for public disclosure of state budget settlement data approved by the National Assembly;- 01 decision template for public disclosure of state budget estimates.
