This is the content mentioned in Circular 88/2017/TT-BTC on the financial mechanism for implementing the Scheme for training and fostering human resources in science and technology funded by the State Budget in Decision 2395/QD-TTg dated December 25, 2015 (referred to as Scheme 2395).

The individual appointed for long-term training, education (> 6 months) abroad will be supported by the State Budget with the maximum allowance for the following expenses:

- Training, education fees, research task deployment fees, and other related fees for the training and education course;- Passport and visa fees;- Living expenses, including: food, accommodation, daily travel expenses, material and study supplies costs;- Mandatory health insurance with a maximum support of 1,000 USD/person/year;- Round-trip airfare (economy class);- Travel expenses: a lump sum of 100 USD/person for the entire training and education period.
