The Ministry of Finance promulgates Circular 73/2017/TT-BTC regulating the management and use of state budget (NSNN) sources to ensure and support costs for health examinations and treatment of opioid addiction with substitution medication.
Notably, the state budget supports at least 95% of healthcare and treatment costs for individuals voluntarily participating in opioid substitution treatment at addiction treatment facilities as specified in Clause 3, Article 22 of Decree 90/2016/ND-CP, including:
- War veterans;- Persons affected by chemical toxins with a labor capacity reduction of ≥ 81%;- The impoverished;- Elderly individuals who are alone and have no support;- Orphans;- Individuals with severe and particularly severe disabilities.
The support level may be determined higher than the minimum level depending on the scope of the estimation, local budget balancing capacity, and the number of individuals voluntarily participating in treatment.
Circular 73/2017/TT-BTC takes effect from September 1, 2017.
