Supplementing the Law on Science, Technology, and Innovation to the Legislative and Ordinance Development Program in 2025 in Vietnam

The Emergency Law project and the Science, Technology, and Innovation Law project has been included in the Legislative and Ordinance Development Program for 2025, to be presented to the National Assembly for opinion at the 9th Session (May 2025) and approved at the 10th Session (October 2025).

Concurrently, the Government of Vietnam is assigned as the agency to present to the National Assembly, the National Assembly's Committee for Science, Technology, and Environment as the agency responsible for the principal examination, and the Ethnic Council and other Committees of the National Assembly as agencies involved in the examination of the Science, Technology, and Innovation Law project.

* Current principles for the development and promulgation of legislative documents:

- Ensure the constitutionality, legality, and uniformity of legislative documents within the legal system.

- Compliance with the correct authority, form, sequence, and procedures for the development and promulgation of legislative documents.

- Ensure transparency in the regulations of legislative documents.

- Ensure feasibility, cost-effectiveness, efficiency, promptness, accessibility, and ease of implementation of legislative documents; ensure gender equality integration in legislative documents; ensure administrative procedure reform requirements.

- Ensure national defense and security requirements, environmental protection, and do not hinder the implementation of international treaties of which the Socialist Republic of Vietnam is a member.

- Ensure openness and democracy in receiving and responding to opinions and recommendations from individuals, agencies, and organizations in the process of developing and promulgating legislative documents.
