On December 11, 2024, the Standing Committee of the National Assembly of Vietnam passed the Resolution 59/2024/UBTVQH15 adjusting the 2025 legislative program.
The 2025 Legislative Program will include additional draft laws as follows:
- The addition of the draft Law on Promulgation of Legislative Documents (amended) into the 2025 Legislative Program, to be submitted to the National Assembly for comments and approval at the 9th Session (May 2025) following a one-session process.
- The addition of the draft Law on Protection of Personal Data, the draft Law on Press (amended), and the draft Law on Bankruptcy (amended) into the 2025 Legislative Program, to be submitted to the National Assembly for comments at the 9th Session (May 2025) and for approval at the 10th Session (October 2025).
Additionally, the draft Resolution on extending the duration of agricultural land use tax exemption as stipulated in Resolution 55/2010/QH12 on exemption and reduction of agricultural land use tax, which has been amended and supplemented by Resolution 28/2016/QH14 and Resolution 107/2020/QH14, will be included in the 2025 Legislative Program, to be submitted to the National Assembly for comments and approval at the 9th Session (May 2025) following a one-session process.
The Standing Committee of the National Assembly proposes that the Government of Vietnam and the Supreme People's Court urgently direct the incorporation of feedback from the Standing Committee of the National Assembly and the appraisal opinions of parliamentary bodies to prepare the documentation for the draft laws and resolutions, ensuring quality and timeliness. In doing so, attention must be paid to continuing to perfect the content of policies, comprehensively and seriously evaluating policy impacts as per regulations; reviewing related laws to ensure the synchronization and consistency of the legal system;
Adhering to the spirit of legislative innovation, regulating only matters within the competence of the National Assembly, and not codifying practical issues that are in flux but assigning the Government of Vietnam, ministries, sectors, and localities to regulate to ensure the stability of the law and the flexibility to promptly adjust and supplement when necessary; strictly implementing Regulation 178-QD/TW dated June 27, 2024, of the Politburo on controlling power, preventing and combating corruption and negativity in legal construction work.
