From October 30, 2017, to November 04, 2017, Thu Ky Luat has updated several important and noteworthy new documents as follows:
This is noteworthy content mentioned in Resolution 112/NQ-CP dated October 30, 2017, regarding the simplification of administrative procedures and citizen documents related to population management under the management of the Ministry of Public Security.
The procedures for registering and managing permanent residence will include some new methods as follows:
- Abolishing the form of population management by Household Registration Books and Temporary Residence Books; replaced by management through Personal Identification Numbers;- Abolishing the result of procedures being Household Registration Books and Temporary Residence Books; replaced by updating information on the National Population Database;- Replacing the population declaration form (HK01), the household registration change notification form (HK02) issued with Circular 36/2014/TT-BCA with new forms;- Abolishing the Household Transfer Form (HK07) issued with Circular 36/2014/TT-BCA;- Removing documents proving family relations, birth certificates for children registering for permanent residence as specified in Circular 35/2014/TT-BCA.
Circular 279/2017/TT-BQP effective from December 15, 2017, specifies the discharge procedures for non-commissioned officers and soldiers serving in the Vietnam People's Army.
Additional cases for early discharge for non-commissioned officers and soldiers include:
- Non-commissioned officers and soldiers can be discharged early if the Medical Examination Council at the divisional level or higher concludes that they do not meet the standards for service, as specified in Interministerial Circular 16/2016/TTLT-BYT-BQP; or;- Certified by the Commune-level People's Committee and the District-level Military Command to be in cases where:- They are the sole laborers directly supporting disabled or underage family members;- They are the sole laborers in families suffering severe damage due to natural disasters or dangerous epidemics;- They are children of war invalids, people affected by toxic chemicals with reduced labor capacity from 61% to 80%;- They are children of martyrs, children of first-class war invalids;- They are a sibling of martyrs;- They are a child of second-class war invalids; a child of war invalids or people affected by toxic chemicals with labor capacity reduction of 81% or more;- They do not meet the political standards specified in Interministerial Circular 50/2016/TTLT-BQP-BCA.
Official Dispatch 4513/BLDTBXH-TCCB guides the implementation of appointment and salary arrangement for officials and public employees (CCVC) in the administration sector. Accordingly:
In case of salary arrangement for newly recruited, received, or promoted officials in the administration sector as per Circular 11/2014/TT-BNV.
- Apply Table 2 of Decree 204/2004/ND-CP for:- Senior specialists to type A3 (group 1) officials;- Principal specialists to type A2 (group 1) officials;- Specialists to type A1 officials;- Officers to type A0 officials;- Staff to type B officials.- Apply Table 4 of Decree 204 for staff positions as agency drivers.
In case of appointment and salary arrangement for CCVC into the Officer rank (code 01.004).
- Appointed to the new Officer rank and salary arranged according to A0 officials;- In cases where CCVC does not hold an appropriate college degree for their current job position, already appointed to the old Officer rank, and currently arranged salary according to B-level officials of Decree 204: Continue arranging salary as B-level officials for a period of 06 years.
This is one of the noteworthy solutions mentioned in Decision 1665/QD-TTg on approving the project to support students (HSSV) in startups until 2025.
To ensure funding for student startup projects, higher education institutions are responsible for:
- Proactively arranging funds from the school's legitimate revenues (including regular expenditure funds, student scientific research funds, etc.) to support startup activities, ideas, and projects of students within the institution;- Establishing Startup Support Funds for students at the schools from private investment funding;- Supporting the search for funding, connecting, and attracting investment from individuals and organizations for projects formed from student startup ideas.
Decision 1665/QD-TTg takes effect from October 30, 2017.
