The past week (from June 03, 2019 to June 08, 2019) has seen many policies related to fields such as labor - salaries, insurance, healthcare, etc., that everyone in Vietnam needs to be aware of:
1. A Series of Labor Documents Will Expire from July 10, 2019 in Vietnam
This is a notable content stipulated in Circular 09/2019/TT-BLDTBXH on the abolishment of legal documents issued by the Minister of Labor, War Invalids and Social Affairs.
From July 10, 2019, a series of legal documents in the fields of labor - salaries, vocational education, employment, etc. will be abolished and cease to be effective, for example:
- Joint Circular 07/2008/TTLT-BLDTBXH-BTC guiding the implementation of Decree 11/2008/ND-CP on compensation for damage in the case of an illegal strike causing damage to the employer;
- Joint Circular 32/2000/TTLT-BLDTBXH-BTC on guiding the adjustment of minimum salaries and allowances in enterprises;
- Joint Circular 30/2000/TTLT-BLDTBXH-BTC on guiding compensation policies for workers, public employees of public service providers in the fisheries, meteorology, and hydrology sectors;
- Circular 42/2009/TT-BLDTBXH guiding some policies for employees under Decree 109/2008/ND-CP on the transfer of 100% state-owned enterprises;
- ...
Circular 09/2019/TT-BLDTBXH takes effect from July 10, 2019.
2. Guidance on Calculating Salary, Allowances for Officials from July 1, 2019 in Vietnam
Circular 04/2019/TT-BNV on guiding the implementation of the basic salary level for individuals receiving salary supplements in Party agencies, state organizations, political - social organizations, and mass organizations takes effect on July 15, 2019.
From July 1, 2019, the calculation method for salary and allowances for officials and employees in Party agencies, state organizations, political - social organizations, and mass organizations is as follows:
- Salary level = 1,490,000 VND/month x Current salary coefficien
- Allowance level:
+ Allowances calculated based on the basic salary = 1,490,000 VND/month x Current allowance coefficient
+ Allowances calculated based on a percentage of the current salary plus leadership position allowance and seniority allowance exceeding the framework (if applicable):
Allowance level = [salary level + leadership position allowance (if applicable) + seniority allowance exceeding the framework (if applicable)] x Percentage allowance rate
+ Allowances specified in specific monetary amounts will remain unchanged according to current regulations.
+ Amount of the reserved differential coefficient (if applicable) = 1,490,000 VND/month x Reserved differential coefficient.
3. By 2030: Ending epidemics of AIDS, tuberculosis, and malaria in Vietnam
This is one of the notable goals in Decision 681/QD-TTg on the Roadmap for Sustainable Development Goals of Vietnam by 2030 issued on June 4, 2019.
The goal is to strive to end epidemics of AIDS, tuberculosis, malaria, neglected tropical diseases, prevent hepatitis, waterborne diseases, and other infectious diseases by 2030.
The implementation roadmap is as follows:
- New HIV infection rate per 100,000 people: by 2020, reduce by 30%; by 2025, reduce by 40%; and by 2030, reduce by 50% compared to 2015.
- New tuberculosis cases per 1,000 people: by 2020, reduce by 30%; by 2025, reduce by 60%; and by 2030, reduce by 80% compared to 2015.
- New malaria cases per 1,000 people: by 2020, below 0.19; by 2025, 0.08; and by 2030, eliminate malaria.
Furthermore, Decision 681 also states the goal to end all forms of poverty everywhere by 2030, significantly reduce all forms of violence against women and girls, etc.
Recently, the Vietnam Social Insurance issued Plan 1910/KH-BHXH regarding the support for purchasing health insurance cards for individuals in difficult circumstances and assisting poor patients in 2019.
Support will be provided to purchase health insurance cards for individuals in difficult circumstances who do not have the means to participate in health insurance, including:
- Individuals from near-poor households;
- Individuals from households engaged in agriculture, forestry, fisheries, and salt production with an average standard of living;
- Individuals who are part of a household participating in health insurance;
- Students.
The plan will be implemented from June to December 2019.
The program will support the purchase and distribution of health insurance cards in 8 provinces and cities, including Yen Bai, Bac Giang, Thai Binh, Ha Tinh, Binh Thuan, Dak Nong, Dong Nai, Tien Giang. In each province, around 300 individuals will receive support and health insurance cards.
