The past week (from May 27, 2019, to May 31, 2019) saw the introduction of policies related to various fields such as official public employees, justice, transportation, and others, which everyone should take note of, specifically as follows.
1. Basis for organizing examinations or reviewing for promotion for public employees
Recently, the Ministry of Home Affairs issued Circular 03/2019/TT-BNV amending and supplementing certain regulations on the recruitment of officials and public employees, promotions for officials, promotions for public employees, and the implementation of policies on contracting certain types of work in State administrative agencies, and public service providers.
The organization of examinations or reviewing for promotion of professional title for public employees is based on the following contents:
- The list, quantity of job positions, and structure of public employees by professional titles approved by competent authorities;- The number of public employees corresponding to the professional titles lacking according to the job position requirements;- The need of public service units for promoting the professional titles of public employees;- The standards and conditions of professional titles for which one is registering for examination or reviewing for promotion.

2. Guidelines for determining the crime of money laundering in the Criminal Code 2015
The Judicial Council of the Supreme People's Court has just issued Resolution 03/2019/NQ-HDTP providing guidance on the application of Article 324 of the Criminal Code on the crime of money laundering.
Resolution 03 defines in detail and clearly certain elements constituting the crime of money laundering, including:
- Acts of directly or indirectly participating in financial or banking transactions;- Acts of directly or indirectly participating in other transactions;- Acts of using money or assets obtained from one's criminal activities or knowing or having grounds to know that it was obtained from another's criminal activities for conducting business activities;- Acts of using money or assets obtained from one's criminal activities or knowing or having grounds to know that it was obtained from another's criminal activities for conducting other activities;- Acts of obstructing the verification of information about the origin, true nature, location, movement, or ownership of money or assets obtained from one's criminal activities or knowing or having grounds to know that it was obtained from another's criminal activities.

3. Fines up to 25 million VND for acts of violence in sports activities
This new content is stipulated in Decree 46/2019/ND-CP on administrative penalties in the field of sports, effective from August 1, 2019.
Violent behavior in sports is strictly prohibited, and if violated, a monetary fine will be imposed. Specifically, the fines are as follows:
- A fine of 15 million to 20 million VND for acts of cursing, insulting, offending dignity, and honor; threatening health, life; inappropriate behavior contrary to ethics while participating in sports activities;- A fine of 20 million to 25 million VND for acts of intentionally causing injury, playing violently causing adverse health effects to others in training or competition.
Acts of intentionally causing injury and playing violently will result in suspension from sports competitions for a period ranging from 3 months to 6 months.

4. Mandatory posting of fees and charges for inspection at inspection units
This is a new regulation stipulated in Circular 18/2019/TT-BGTVT guiding the implementation of Decree 139/2018/ND-CP on business services for inspecting motor vehicles.
The waiting rooms of inspection units must post information about inspection procedures, fee schedules, charges, inspection cycles, and hotline numbers of the Vietnam Register and Department of Transportation (if any).
For the inspection workshop, the following information must be posted:
- Regulations on occupational safety and fire prevention;- Rules for using inspection equipment: displayed on individual boards corresponding to each piece of equipment;- Inspection content, inspection methods, and defects, damages.
