- Individuals belonging to a professional project management board;- Individuals belonging to enterprises operating in the field of bidding consultancy, units operating in the field of bidding consultancy (working as bidding consultants);- Individuals belonging to specialized centralized procurement units (established by agencies or organizations to carry out regular and continuous procurement activities).

Additionally, Official Dispatch 2683 further specifies 03 categories of individuals participating in bidding activities who must have bidding training certificates but are not required to hold professional certificates in bidding activities.
