Subjects implementing mitigation of greenhouse gas emissions

On January 7, 2022, the Government issued Decree 06/2022/ND-CP regulating the mitigation of greenhouse gas emissions and the protection of the ozone layer.

Accordingly, the objects of mitigation of greenhouse gas emissions include:

- Establishments on the list of sectors and establishments that emit greenhouse gases must have a greenhouse gas inventory issued by the Prime Minister, specifically those with an annual greenhouse gas emission level from 3,000 tons of CO2 equivalent. equivalent or higher or in one of the following cases:

+ Thermal power plants, industrial production facilities with total annual energy consumption of 1,000 tons of oil equivalent (TOE) or more;

+ Cargo transport companies with total annual fuel consumption of 1,000 TOE or more;

+ Commercial buildings with total annual energy consumption of 1,000 TOE or more;

+ Solid waste treatment facilities with annual operating capacity of 65,000 tons or more.

- The ministries that manage the fields of energy, agriculture, land use and forestry, waste management, industrial processes are the Ministries of Industry and Trade, Transport, Agriculture and Rural Development, Natural Resources and Environment, Construction.

- Organizations and individuals that do not fall into the categories mentioned above are encouraged to reduce greenhouse gas emissions in accordance with their conditions and activities.

Decree 06/2022/ND-CP takes effect from January 7, 2022.
