The Ministry of Transport has just issued Circular 53/2019/TT-BGTVT stipulating the price levels and price framework for certain specialized aviation services at airports and aerodromes in Vietnam.

Circular 53 stipulates that no fees shall be collected for the provision of passenger services to the following subjects:

- Passengers on the following flights: Special flights; official duty flights; search and rescue flights, flights transporting humanitarian aid, flood and disaster relief; flights that return to land within 30 minutes after takeoff for any reason;- Passengers in transit within 24 hours: This applies only if the inbound and outbound legs from Vietnam are issued on the same passenger and baggage ticket;- Crew members (including on flights among airports);- Children under 2 years of age: Calculated at the time of departure of the first segment.
