Study on improving policies for social retirement pensions, social assistance towards age-based universal coverage in Vietnam

In the key tasks and solutions regarding vocational education assistance, job creation, livelihood support, and housing for the elderly according to the National Strategy for the Elderly up to the year 2035, with a vision extending to 2045, the Prime Minister requires the execution of the following contents:

- Research and propose the completion of social pension policy and social support towards universalization by age, elevating the level of social allowance suitable for each period.

- Research and complete policies encouraging and attracting elderly workforce participation in the labor market through policies such as credit, income tax, vocational training, occupational transition training, and other appropriate support policies for the elderly.

- Implement job introduction and career orientation for the elderly, with priority support for elderly individuals in difficult circumstances.

- Support pilot models for entrepreneurship suitable for the elderly; assist enterprises and production, business facilities owned by the elderly in developing production and business services appropriate to scale and management capability.

- Support pilot models of livelihoods for households with elderly members; prioritize access to loans with preferential interest rates to create jobs and increase income.

- Build social housing models for caring for elderly individuals living alone and the elderly without dependents, ensuring that elderly individuals do not have to live in temporary, rundown, or shabby housing.

Decision 383/QD-TTg takes effect from February 21, 2025.

Decision 383/QD-TTg replaces Decision 2156/QD-TTg dated December 21, 2021, of the Prime Minister of Vietnam approving the National Action Program for the Elderly for the period 2021 - 2030; the tasks of Decision 2156/QD-TTg dated December 21, 2021, approved for implementation in the year 2025 shall continue to be executed in 2025.
