Strict Customs Supervision of Incoming Passengers' Luggage

The General Department of Customs has recently issued Official Dispatch No. 1723/TCHQ-GSQL regarding the procedures for the baggage of inbound passengers.

To ensure the supervision and management of luggage from passengers entering from or traveling to areas affected by Covid-19, the General Department of Customs (TCHQ) requests the provincial and city Customs Departments to direct the Customs Sub-Departments managing international airports to implement customs procedures and supervision for incoming passengers' luggage as follows:

- Only conduct manual physical inspection of luggage in cases where there is sufficient basis to determine suspicious violations;- Arrange customs officials to supervise luggage in the aircraft docking areas;- In cases where passengers declare having customs-declared luggage, conduct the inspection in the quarantine area; if the luggage is stored at the airport, the inspection will be conducted when the passenger arrives to collect the items;- Ensure that the provincial Customs have measures to safeguard officers from Covid-19 infection while performing their duties.
