Strengthening Unity, Cooperation, and Linkage between Entrepreneurs, Workers, Farmers, and Intellectuals in Vietnam

In terms of the task of strengthening unity, cooperation, and linkages among entrepreneurs, workers, farmers, and intellectuals, the following content is stipulated:

- Ministries, central authorities, and local authorities continue to promote the implementation of the tasks and solutions assigned in Resolution 02-NQ/TW dated June 12, 2021 of the Politburo on renovating the organization and activities of the Vietnam General Confederation of Labour in the new situation, Directive 37-CT/TW dated September 3, 2019 of the Party Secretariat on strengthening leadership, directing the construction of harmonious, stable, and progressive labor relations in the new situation, and Resolution 43-NQ/TW dated November 24, 2023 of the Eighth Conference of the 13th Central Executive Committee of the Communist Party on continuing to promote the tradition and strength of great national unity, building a more prosperous and happy country.

- The Ministry of Agriculture and Rural Development of Vietnam presides, cooperates with relevant agencies to evaluate the situation of implementing Decree 98/2018/ND-CP on policies encouraging the development of cooperation and linkage in the production and consumption of agricultural products; proposes the Government of Vietnam to amend and supplement it to effectively implement supply chain-based production models, value chains based on Vietnam's advantageous agricultural products.

- The Ministry of Science and Technology of Vietnam presides, cooperates with relevant agencies to research and propose solutions to promote linkages and cooperation between entrepreneurs, enterprises with leading scientists, experts, centers, research institutes, universities to accelerate the access to science, technology, innovation, pilot production, and technical improvements to increase labor productivity and achieve rapid and sustainable development.

- The Ministry of Planning and Investment of Vietnam presides, cooperates with relevant agencies:

+ Promote the implementation of support for small and medium-sized enterprises (SMEs), focusing on activities to enhance the capacity of domestic SMEs to strengthen linkages with large corporations and foreign-invested enterprises, thereby participating deeply and mastering many stages in the global value chain.

+ Develop a database system on Vietnamese enterprises that meet the standards to become suppliers for foreign-invested enterprises in some of Vietnam's advantageous sectors and fields.

- The Vietnam Chamber of Commerce and Industry along with business representative organizations play the role of a bridge in promoting solidarity, linkage, cooperation between entrepreneurs and workers, farmers, and intellectuals; building truly harmonious, stable, and progressive labor relations between enterprises and workers.
