Strengthening Measures Against Origin Fraud and Illegal Transshipment of Goods

Recently, the Government of Vietnam issued Resolution 119/NQ-CP on some urgent measures to strengthen state management on preventing origin fraud and illegal transshipment of goods.

In order to prevent and eliminate fraudulent acts related to the origin of goods and illegal transshipment in import and export activities, the Government of Vietnam requires the relevant agencies to effectively implement the proposed solutions. For instance, the Ministry of Industry and Trade must:

- Regularly inspect and monitor organizations that issue Certificates of Origin (both preferential and non-preferential C/O) to ensure strict compliance with regulations on the origin of goods;- Enhance coordination among C/O issuing organizations in information exchange;- Strengthen professional and operational guidance for C/O issuing officials, upgrade facilities, and improve the storage of records and documents to facilitate origin verification when required;- Continuously monitor and update information data on the C/O issuance situation to detect abnormal developments;- …
