On October 9, 2024, the Prime Minister of Vietnam issued Decision No. 1132/QD-TTg approving the Digital Infrastructure Strategy until 2025 with orientations toward 2030, outlining specific goals therein.
Set forth the objectives until 2025 and 2030 as follows:
(1) Objectives until 2025:
- Universal fiber optic coverage for households;
- 100% of provinces, cities, high-tech zones, concentrated information technology zones, research and development centers, innovation centers, industrial zones, seaports, and international airport terminals will have 5G mobile services;
- Launch at least 2 new international submarine fiber optic cable lines;
- Establish data centers supporting Artificial Intelligence applications (AI Data Center);
- Develop new data centers meeting green standards according to international criteria, where the Power Usage Effectiveness (PUE) does not exceed 1.4;
- An average of 1 Internet of Things (IoT) connection per person;
- Each citizen will have 1 digital identity;
- The percentage of adult population with digital signatures or electronic signatures will exceed 50%;
- Develop platforms providing digital technologies (IoT, artificial intelligence, big data, blockchain, cybersecurity, etc.) as services, serving as the soft infrastructure for economic and social development in Vietnam;
(2) Objectives until 2030:
- 100% of users will have access to fiber optic connectivity with speeds of 1Gb/s or higher;
- 5G mobile broadband network coverage will reach 99% of the population;
- Construct, ensure capacity, and readiness to test 6G mobile network deployment;
- Deploy and operate at least 06 new submarine fiber optic cable lines, increasing the total designed capacity of submarine cables to at least 350 Tbps;
- Complete and put into use at least 01 submarine fiber optic cable line owned by Vietnam;
- Deploy and activate at least 01 new international terrestrial fiber optic cable line;
- The total designed capacity of submarine fiber optic cables should meet a minimum redundancy requirement of 1+2 (available capacity three times the actual usage capacity);
- Develop hyperscale data centers; data centers supporting artificial intelligence applications; edge data centers meeting domestic demand and ready to develop regional data centers (Digital Hub);
- The number of IoT connections will reach the world's high average level or an average of 4 IoT connections per person;
- The percentage of adult population with digital signatures or electronic signatures will exceed 70%.
