The Ministry of Health of Vietnam issued Dispatch 4870/BYT-BM-TE on prevention of surrogacy for commercial purposes and fetal sex selection.

According to the Official Dispatch, the Ministry of Health of Vietnam requires strengthening management of cases of sperm/oocyte/embryo donation and receipt; cases of in vitro fertilization (IVF) and surrogacy for humanitarian purposes as follows:

- To encourage hospitals to invest in and use software to manage cases of sperm/oocyte/embryo donation and receipt; IVF; and surrogacy for humanitarian purposes in Vietnam.

- The identification of patients and gametes is not only by personal papers but also by using modern biometric identification techniques such as taking pictures of faces, fingerprints, and irises. This is to prevent confusion or patient exchange due to the use of fake documents and should apply to all cases of sperm/oocyte/embryo donation and receipt, IVF, and surrogacy for humanitarian purposes in Vietnam

- It is recommended to store semen and blood samples for later comparison.

- To have tools to implement the process and regularly check on staff to minimize confusion or avoid situations of misplacing patients, sperm/ovum/embryo exchange in Vietnam.
