The standards for the Emulation Flag of the Agency of the National Assembly are as follows:

- The title “Emulation Flag of the Agency of the National Assembly” is awarded annually to the collective leading the emulation movement of the emulation block and achieving the following standards:

+ Exceeds the emulation targets and tasks assigned during the year; is an outstanding exemplary collective;

+ Internal unity; the party organization and mass organizations are clean and strong; actively practices thrift, combats wastefulness, fights corruption, negativity, and other social evils.

- The title “Emulation Flag of the Agency of the National Assembly” is awarded to the collective leading the thematic emulation movement initiated by the Standing Committee of the National Assembly for a period of three years or more when summarizing the movement.
