- High prestige, serving as a core element of unity within the Central Committee, the Politburo, and the entire Communist Party;- Exceptional ability in strategic planning; making decisions on difficult and complex issues in the executive branch;- Deep and broad understanding of the national administration, socio-economic conditions of the country; international economics, politics, and global integration;- Comprehensive capabilities in organizing, managing, directing, and administering state administrative agencies;- Ability to concretize and effectively implement the Party’s guidelines and policies, and the State's laws in all aspects;- Proven track record of excelling in the role of Provincial Party Secretary, City Party Secretary, or head of ministries and central authorities of the Central Committee; having served at least one full term in the Politburo.
