The Ministry of Education and Training has recently issued Circular 20/2017/TT-BGDDT stipulating standards, conditions, contents, and forms of exams for promotion in professional titles for public preschool and primary school teachers in Vietnam.

Preschool teachers participating in the promotion examination to professional titles must meet the following standards and conditions:

- The educational institution must have a demand for the job position of the professional title at the grade registered for the examination and be assigned by the competent authority to take the examination;

- Being evaluated as completing tasks well or better for 03 consecutive years up to the time of the application submission deadline;

- Having sufficient professional ethics and morality; not in the period of disciplinary action or under the notification for disciplinary consideration by a competent authority;

- Having training, fostering qualifications, and professional and operational competence of the professional title at the grade registered for the examination as stipulated in Joint Circular 20/2015/TTLT-BGDDT-BNV.
