On July 12, 2024, the Minister of Health (Hanoi, Vietnam) issued Circular 11/2024/TT-BYT stipulating specific standards and conditions for the promotion of professional titles for public employees in the fields of medicine, pharmacy, and population in Vietnam.
Standards for promotion of medical and pharmaceutical public employee from Grade II to Grade I in Vietnam as of September 1, 2024, are as follows:
* General Standards and Conditions
- Meet the standards and conditions specified in Clause 1, Article 32 of Decree 115/2020/ND-CP (amended and supplemented by Clause 16, Article 1 of Decree 85/2023/ND-CP) and the following conditions:
+ Nominated by the head of the competent public employee management agency for the promotion evaluation;
+ Must meet the educational, training, and professional requirements as stipulated in the Circulars and Joint Circulars governing the codes, standards for professional titles in the medical and pharmaceutical sector, and population management.
- There must be a corresponding job position available for the public employee being considered for promotion.
* Specific Standards and Conditions
Public employees being considered for promotion to Senior Doctor (Grade I), Senior Preventive Medicine Doctor (Grade I), Senior Public Health Professional (Grade I), Senior Pharmacist (Grade I) must meet the general standards and conditions and achieve one of the following accomplishments or results while holding the Grade II professional title:
- Appointed as a Professor or Associate Professor in a relevant specialty matching the promotion criteria;
- Awarded the title "People's Doctor";- Achieved the title of National Emulation Fighter;
- Awarded the Labor Order, Second Class or higher;
- Principal investigator or main contributing member of at least one approved scientific and technological task at the ministerial or provincial level, with results meeting or exceeding standards;
- Lead author or main contributing member of at least one project, guideline, or technical procedure in their professional field, approved by either the ministry or the province;
- Principal investigator of at least three scientific and technological tasks at the institutional level or higher, with each task approved with results meeting or exceeding standards.
