Standards for principal accountant in Vietnam from October 21, 2024

The standards for principal accountant (class II) in Vietnam are regulated as follows:

(1) Standards for Professional Competence and Expertise

- Thoroughly grasp the policies and guidelines of the Communist Party of Vietnam, the laws of the State, and proficiency in administrative management, administrative reform, and the orientation of policies and directions of the sector and the unit in the field of accounting; the unit's accounting tasks and statutory regulations regarding accounting;

- Clearly understand and comply with the Accounting Law, accounting standards, other legal regulations on accounting, accounting principles, financial policies, statistics, and related economic information; possess the ability to concretize and effectively organize the implementation of the Party's guidelines and the State's legal policies in the assigned work field;

- Participate in the development and completion of the institutional framework; participate in the drafting of legal documents guiding the implementation in the financial and accounting fields; accounting policies applicable in the public sector and government accounting;

- Master the accounting system of the sector and other fields; the organizational process of accounting tasks; have the ability to manage and excellently organize accounting tasks in public service providers; grasp the fundamental issues of management science, understand practical production, service, business, socio-economic conditions, and management activities within the accounting and auditing fields;

- Organize and deploy operational processes, document rotation procedures, management methods, and execution of accounting tasks in public service providers;

- Possess basic information technology skills and the ability to use a foreign language or use a minority language for public employees working in ethnic minority areas as required by the job position.

(2) Standards for Professional Ethics

Possess professional ethics, honesty, integrity, and a law-abiding consciousness.

(3) Standards for Training and Capacity Building

- Hold a university degree or higher in accounting, auditing, finance;

- Possess a certificate of training for the chief accountant professional title or an auditor certificate as stipulated by the Law on Independent Audit 2011 or an accountant certificate as stipulated by the Law on Accounting 2015 or a specialist accountant certificate, or an accounting certificate issued by foreign organizations or foreign professional organizations recognized by the Ministry of Finance of Vietnam.
