On December 29, 2023, the Minister of Health of Vietnam issued Circular 25/2023/TT-BYT guiding Law on Emulation and Commendation in the health sector, including regulations on standards for awarding Certificates of Merit to heads of units belonging to and directly under the Ministry of Health.
- Eligibility and criteria for awarding the Commemorative Medal (excluding the individuals specified in Clause 3, Article 8 of Circular 25/2023/TT-BYT):
+ Individuals who have worked in the health sector for 20 years or more for males and 15 years or more for females. In the case of individuals directly working in technical specialties with work experience in Labor, Rehabilitation, Mental Health, X-ray, Pathology, Forensic Medicine, Forensic Psychiatry, Intensive Care, Emergency - Antidote, Pediatrics, Traditional Medicine; individuals caring for HIV-infected individuals, AIDS patients; individuals directly exposed to hazardous chemicals, or individuals working in border areas, on the sea, islands, and economically difficult areas as regulated by the Government, each year of work in the specialized field or area will be converted to 1 year and 2 months.
+ Individuals outside the health sector and foreign individuals who have made a clear impact on the completion of healthcare tasks, recognized by the collective and highly evaluated by the Minister of Health, including: Party and State leaders; leaders of central-level ministries, agencies, and organizations; leaders of government-affiliated agencies, press agencies, and media; leaders of provinces and centrally-governed cities who have contributed to the successful implementation of the mission to protect, care for, and improve people's health; individuals who have made significant contributions in terms of material and spiritual support to the health sector; foreign individuals who have made outstanding contributions to the mission to protect, care for, and improve people's health; individuals who have acted courageously or made contributions in disaster prevention, control, and recovery, epidemic control, and response, contributing to the successful implementation of the mission to protect, care for, and improve people's health.
- Eligibility and criteria for awarding the Commemorative Medal to individuals working in the population field:
+ Individuals who have worked continuously for 12 years or more in population work at district-level or higher agencies and organizations.
+ Individuals who have worked continuously for 10 years or more in population work at commune, ward, or town level; in the case of individuals working in border areas, on the sea, islands, and economically difficult areas as regulated by the Government, they must have worked continuously for 8 years or more.
+ Population collaborators at neighborhood, hamlet, village, group, ethnic village, commune, and sub-district levels who have worked continuously for 8 years or more in population work; for population collaborators working in border areas, on the sea, islands, and economically difficult areas as regulated by the Government, they must have worked continuously for 6 years or more.
+ Individuals who have worked for 15 years or more and concurrently held positions in population work.
+ Leaders and managers in population work who have provided guidance and achieved good results in population targets and objectives for one or more work terms.
- The "For the People's Health" Commemorative Medal of the Minister of Health is awarded or posthumously awarded to individuals specified in Articles 17 and 25 of the Organ and Tissue Donation Law, and the Body and Cadaver Donation Law.
- The "For the People's Health" Commemorative Medal of the Minister of Health is awarded once to individuals who have made contributions to the mission to protect, care for, and improve people's health.
- The Ministry of Health (Department of Organization and Personnel) registers the name of the "For the People's Health" Commemorative Medal with the Ministry of Home Affairs.
- In cases of disciplinary actions against individuals, the period of disciplinary enforcement will not be counted towards the period for awarding the Commemorative Medal. Individuals who have already been awarded the "For the Population" Commemorative Medal cannot request to be awarded the "For the People's Health" Commemorative Medal.

Circular 38/2018/TT-BYT on commendation and emmulation work in the health sector will no longer be effective from the effective date of Circular 25/2023/TT-BYT.
