The Central Executive Committee issues Regulations 110-QD/TW dated July 6, 2023 on the rotation of cadres in the Party Inspection sector in Vietnam.

Standards for cadre rotation in the Party Inspection sector in Vietnam

Standards and conditions for rotating cadres in the Party Inspection sector are as follows:

- Have strong political stance and ideology; good moral qualities; have professional qualifications, skills, and political theory that meet the standards and conditions prescribed by the position held during rotation.

- Have worked in the Party Inspection industry for at least 3 years and are old enough to work for at least 10 years from the time of rotation. Special cases shall be considered and decided by competent authority-managing personnel.

Process of rotating cadres in the Party Inspection sector in Vietnam

The process of rotating cadres in the Party Inspection sector is as follows:

- Step 1. The Central Inspection Committee issues a plan to rotate cadres in the Party Inspection sector according to term and every year.

- Step 2. Based on the need to rotate officials, the Party Committee under the Central Government reviews and evaluates the team of officials in the Party Inspection sector of localities, agencies, and units to develop a rotation plan and submit it to the Central Inspection Committee for consideration and approval.

- Step 3. The Central Inspection Committee synthesizes proposals from localities and units and reviews standards, criteria, and expected areas, positions, and personnel rotation.

- Step 4. The Central Inspection Committee presides over discussions with local party committees and units to estimate the list of personnel and positions for rotation.

- Step 5. The Central Inspection Committee and competent authorities, according to decentralized management staff, direct and organize the implementation of the next steps, specifically:

+ Collect comments and evaluations for personnel expected to be rotated.

+ Send documents to get appraisal opinions from relevant agencies; discuss with departing agencies and destination agencies about expected areas, positions, and expected personnel to be rotated. Organize meetings with officials to thoroughly understand the purpose and rotation requirements; grasp the thoughts and aspirations; and determine responsibilities for rotating officers.

+ Consider, decide, lead, and direct implementation (announcing decisions, directing elections, and other necessary work).
