Standards for awarding the title "Advanced Laborer" in the field of science and technology in Vietnam

On November 29, 2023, the Minister of Science and Technology of Vietnam issued Circular 22/2023/TT-BKHCN guiding Law on Emulation and Commendation 2022 in the field of science and technology.

The standards for awarding the title "Advanced Laborer" in the field of science and technology in Vietnam are as follows:

- The title "Advanced Laborer" is awarded annually to individuals under the Ministry of Science and Technology who meet the standards specified in Clause 1 of Article 24 of the Law on Emulation and Commendation 2022.

- Individuals assigned by competent authorities to participate in study, training, and refresher courses will have their study time counted to evaluate the title of "Advanced Laborer".

- If a female individual takes maternity leave, the prescribed maternity leave period will be counted to evaluate the title of "Advanced Laborer".

- Individuals who are appointed as representatives of science and technology abroad may be considered for the title "Advanced Laborer" according to regulations based on proposals or confirmation from the Vietnamese representative agency abroad and the request of the unit assigned to manage the representative individual in science and technology.

- Individuals transferring jobs, if they have worked at the old agency for 6 months or more, must have comments from the old agency to evaluate the title of "Advanced Laborer".

- Individuals who are transferred or seconded to other agencies or units to perform tasks for a limited period of time are eligible to apply for the title "Advanced Laborer" considered and decided by the dispatching or seconding agency or unit based on the comments of the agency or unit receiving the seconded individual.

- Case ineligible to be considered the title "Advanced Laborer":

+ Newly recruited individuals or contract employees who have worked for less than 6 months in the year of award consideration;

+ Individuals who take leave from work according to the provisions of the law during the year, from 03 months to less than 06 months (except in the case of female individuals on maternity leave, where the maternity leave period is according to regulations);

+ Individuals who are in the process of considering disciplinary action or investigating, inspecting, and checking when there are signs of violations, individuals who are being disciplined in the form of reprimand or higher.

Circular 22/2023/TT-BKHCN takes effect on January 15, 2024.
