Standards for and subject of consideration for awarding the Advanced Laborer Title in health sector in Vietnam as of February 15, 2024

On December 29, 2023, the Minister of Health of Vietnam issued Circular 25/2023/TT-BYT detailing regulations and instructions for implementing a number of articles of Law on Emulation and Commendation 2022 in the health sector.

Standards for and subject of consideration for awarding the Advanced Laborer Title in health sector in Vietnam as of February 15, 2024

According to the standards and criteria, the Advanced Laborer title is awarded to individuals who meet the following requirements:

- The "Advanced Laborer" title is awarded to individuals who meet the standards set out in Article 24, Clause 1 of the Law on on emulation and commendation 2022.

- Individuals in organizations, institutions, and units under the authority of the managing entity are eligible for the "Advanced Laborer" title, specifically:

+ Individuals who have and are currently executing labor contracts with a duration of 1 year or more are eligible for the "Advanced Laborer" title.

+ Individuals who attend short-term training and development programs for less than 1 year and comply with the regulations of the training and development institutions can combine their study time with their work time at the organization or institution for evaluation.

+ Individuals who are selected to participate in training and development programs for 1 year or more, comply with the regulations of the training and development institutions, and achieve a result of "good" or higher (at the time of evaluation) can have their study time counted for evaluation.

+ In the case of individuals transferring to a new position within the year under consideration: the evaluating group for that individual is responsible for obtaining feedback from the previous unit if the individual has worked at that unit for 6 months or more before the transfer.

+ Individuals on maternity leave according to the law's regulations; individuals who perform heroic acts to rescue people or property; individuals serving in combat; individuals performing official duties and tasks and getting injured; individuals participating in epidemic prevention and control, medical examination, treatment, and care according to the conclusion of medical facilities at the district level or higher - the maternity leave and the treatment and care leave will be counted as the basis for evaluation.

+ Individuals who are reassigned or seconded to another agency or unit will be evaluated for the "Advanced Laborer" title by the reassigning or seconding agency or unit. The receiving agency or unit is responsible for providing feedback on the individual's adherence to the Party's guidelines, the State's policies and laws, and the regulations and tasks assigned during the period of reassignment or secondment.
