On November 7, 2024, the Minister of Health of Vietnam issued Circular 31/2024/TT-BYT stipulating the criteria and norms for the use of specialized automobiles in the field of healthcare.
The standards for ambulances in the healthcare sector from December 23, 2024 in Vietnam are stipulated as follows:
- For medical examination and treatment facilities, the number of ambulances is determined based on the scale of beds that have been licensed by the competent authority. To be specific:
+ Under 50 beds: Maximum 01 vehicle;
+ From 50 to under 100 beds: Maximum 02 vehicles;
+ From 100 to under 200 beds: Maximum 03 vehicles;
+ From 200 to under 300 beds: Maximum 04 vehicles;
+ From 300 beds or more, for every additional 150 beds, the standard is increased by 01 vehicle.
- For individuals, agencies, and units providing emergency services or patient transport support: The determination of ambulance usage standards is based on demand, population size, and geographical location as the basis for reporting to the agency or person authorized as stipulated in Clause 1, Article 17 of Decree 72/2024/ND-CP, ensuring suitability to needs and investment efficiency in the use of vehicles.
- For agencies and units performing tasks in the field of preventive medicine, and units providing vaccination services: Maximum 01 vehicle.
- For agencies and units not operating in the healthcare sector but requiring the use of ambulances: Maximum 01 vehicle.
Note: The standards for ambulances in the healthcare sector must be determined according to the regulations in Article 2 of Circular 27/2017/TT-BYT stipulating the standards and use of ambulance vehicles.
