On December 26, 2023, the Minister of Planning and Investment of Vietnam issued Circular 15/2023/TT-BKHDT guiding the emulation and commendation work in the Planning and Investment sector.
According to these standards, the "Advanced Laborer" title is awarded annually to individuals who meet the following criteria:
+ Successfully complete tasks.
+ Adhere to the Party's guidelines, the State's laws, the regulations of the Ministry of Planning and Investment, and actively participate in the emulation movement with a spirit of self-reliance, self-improvement, solidarity, cooperation, and enthusiasm.
- In the case of individuals transferring to a new position, the new unit is responsible for considering and nominating the "Advanced Laborer" title.
If the individual has worked at the previous unit for more than 6 months, the opinion of the previous unit must be taken into account.
If an individual is reassigned or seconded to another agency, organization, or unit for a certain period of time, the consideration and nomination of the "Advanced Laborer" title are determined by the reassigning or seconding agency, organization, or unit and must be confirmed by the receiving agency, organization, or unit.
- Individuals who are selected to participate in training and development programs and comply with the regulations of the training and development institutions will have their study time counted towards their work experience for the evaluation of the "Advanced Laborer" title.
If an individual is selected to participate in training and development programs and achieves a result of "good" or higher, they will be awarded the "Advanced Laborer" title.
- Maternity leave is counted towards the evaluation of the "Advanced Laborer" title according to regulations.
- The "Advanced Laborer" title is not awarded to individuals who have been newly recruited for less than 9 months or have been disciplined from a reprimand or higher form of punishment.
