Specialized hydro-meteorological monitoring methods in Vietnam

On October 16, 2023, the Minister of Natural Resources and Environment issued Circular 13/2023/TT-BTNMT on technical regulations on monitoring and providing information and hydrometeorological monitoring data for specialized hydrometeorological stations in Vietnam.

Specialized hydro-meteorological monitoring methods in Vietnam

- Project owners apply monitoring methods appropriate to monitoring equipment and technology but must ensure the accuracy of monitoring factors according to technical regulations and national technical regulations on hydro-meteorological monitoring for specialized hydro-meteorological stations belonging to the following projects requiring hydro-meteorological monitoring:

+ Dams and reservoirs of special importance, large and medium types, are monitored according to the Government's regulations on safety management of dams and reservoirs; dams and reservoirs are within the scope of the inter-reservoir monitoring operation process according to the regulations of the inter-reservoir operation process;

+ The port monitors wind direction and speed, sea level, waves, seaward visibility, and frequency 04 times/day at 01:00, 07:00, 13:00 and 19:00;

+ Bridges with a clearance aperture of 500 meters or more that monitor wind direction and speed at a frequency 04 times/day at 01:00, 07:00, 13:00, and 19:00;

+ The radio and television transmission tower combines sightseeing and business operations to serve customers on the tower to monitor wind direction and speed, with a frequency of 03 times/day at 07:00, 13:00, and 19:00;

+ Cable car serves sightseeing and tourism activities to monitor wind direction and speed and hourly frequency during operation;

+ The national park monitors rainfall, temperature, air humidity, wind direction, and speed at a frequency 04 times/day at 01:00, 07:00, 13:00, and 19:00;

+ General inland waterway ports of type I or higher monitor visibility, water level, wind direction, and speed; frequency 04 times/day at 01:00, 07:00, 13:00, and 19:00.

- Project owners apply the regulations of ministries and branches to the following projects:

+ Civil airport monitoring according to regulations of the Ministry of Transport;

+ Expressway routes are monitored according to national technical standards on traffic monitoring and control systems on highways;

+ Special works include islands in the Truong Sa archipelago, rigs belonging to Economic-Technical Services clusters (DK1) and military airports serving national defense and security monitoring purposes according to the regulations of the Ministry of National Defense.

- For specialized hydro-meteorological stations established by organizations or individuals to monitor according to their own needs that are not part of the project, the hydro-meteorological monitoring station must decide on the appropriate monitoring method.

More details can be found in Circular 13/2023/TT-BTNMT, taking effect on December 1, 2023, and replacing Circular 30/2018/TT-BTNMT dated December 26, 2018.
