Circular 49/2017/TT-BYT stipulates regulations on telemedicine activities, including activities such as remote consultation; consultation for examination and treatment, diagnostic imaging, pathology, remote surgery, and training for the transfer of medical examination and treatment techniques.
Remote medical activities are only permitted at medical facilities with the function of disease prevention or medical examination and treatment (KCB) establishments that have an operational license according to legal regulations and must meet the following requirements:
- Information technology (IT) infrastructure and measures to ensure information security must comply with the provisions of Articles 3 and 4 of Circular 53/2014/TT-BYT;- A continuous and uninterrupted communication line during the period of remote medical activities between the consulting party and the party seeking consultation;- A data recording system with a storage capacity of at least 10 years;- The IT system must be operated by individuals trained in IT system operation knowledge;- There must be a regulation for managing remote medical activities approved by the head of the medical facility.
Circular 49/2017/TT-BYT takes effect from February 15, 2018.
