On May 25, 2023, the Prime Minister of Vietnam issued Directive 15/CT-TTg on speeding up and improving the quality of planning work in the 2021-2030 period, with a vision to 2050.

Solutions to speed up the progress and improve the quality of planning in Vietnam

In order to improve the quality of planning work, strive to basically complete national, regional and provincial master plans in 2023, the Prime Minister of Vietnam asked leaders at all levels to continue directing drastically, synchronously and effectively the proposed tasks and solutions, for example:

(1) Completing policies and laws on planning work:

- Ministries and ministerial-level agencies shall urgently review legal documents detailing and guiding the implementation related to planning work, ensuring the synchronization and consistency of the legal system;

To promulgate according to its competence or submit to competent authorities for promulgation documents, regulations on conditions, and technical and specialized regulations on planning.

- The Ministry of Planning and Investment of Vietnam completes the application for amending and supplementing a number of articles of Decree 37/2019/ND-CP dated May 7, 2019;

Continue to upgrade, build, perfect, manage, operate, and exploit the national planning information system and database...

(2) Accelerating progress and improving the quality of planning, appraisal, and approval for the period 2021 - 2030, with a vision to 2050:

Ministries and localities speed up the preparation, appraisal, decision, or approval of national, regional, and provincial master plans to be basically completed in 2023, according to the plan and schedule in Official Dispatch 760/TTg-CN dated August 31, 2022. On the basis of ensuring the quality of the planning, it is necessary to focus on:

- For plannings already decided or approved by competent authorities, urgently organize the announcement and publicization of the planning as prescribed, except for contents related to state secrets;

- For plannings that have been appraised, it is requested to urgently complete planning procedures and documents to submit to competent authorities for approval as prescribed.

- For plannings already submitted for appraisal, expeditiously organize the appraisal according to regulations.

- For the plannings under construction or being consulted urgently, focus on allocating all resources to soon complete the application for appraisal according to regulations...

(3) Strengthening responsibility and coordination in planning implementation:

- Ministries and ministerial-level agencies shall focus on giving opinions on time to the comments on plannings, opinions on appraisal of plannings and opinions on planning review of ministries, branches, and localities;

- Be responsible for the management, payment, and settlement of capital sources in compliance with the provisions of the law on public investment, the law on the state budget...

- People's Committees of provinces and centrally run cities strengthen coordination and share information fully, timely, accurately, and consistently in planning and implementing related policies to ensure the synchronization of planning levels in the national planning system;

Focusing on allocating resources, proposing mechanisms and policies to effectively implement planning objectives, ensuring consistency and synchronization...
