Solutions to improve the efficiency of international economic integration in the period of 2023-2030 in Vietnam

On July 5, 2023, the Government issued Resolution 93/NQ-CP on improving the efficiency of international economic integration, promoting rapid and sustainable economic development in the period of 2023-2030.

Solutions to improve the efficiency of international economic integration in the period of 2023-2030 in Vietnam

Proposing many solutions to improve the efficiency of international economic integration, promote economic development quickly and sustainably in the period of 2023–2030, as follows:

(1) Reforming and perfecting economic institutions

- Continue to build and perfect the legal and policy systems to be fully compatible with international economic integration obligations and commitments, especially with new-generation FTAs, according to the set roadmap.

- Review, amend, and supplement current legal documents to ensure uniformity, transparency, and efficiency in order to maintain a favorable, stable, and predictable business investment environment.

- Complete the legal framework in order to realize domestic reform goals and move towards building a legal system with modern and progressive regulations; create the basis for the implementation of new business models; promote non-cash payments, e-commerce, digital banking services, financial technology (fintech), etc.

(2) Improving business environment and enhancing competitiveness

- Improve efficiency to improve the business environment, ensure equality and transparency, promote innovation, ensure a healthy competitive environment, and bring stability and predictability of policies.

- Continue to develop plans and strategies for the development of specific products and categories associated with the national brand development strategy in order to promote in-depth, effective, and sustainable import and export activities.

- Actively implement trade promotion, investment promotion, tourism, and brand building programs; develop e-commerce to enhance transaction, search, and market expansion...

(3) Effective implementation of FTAs

- Review and overcome the overlap between ministries and branches in the implementation of tasks related to international economic integration, effectively promoting the role of the lead agency in the implementation of FTA commitments. .

- Continue to fully and seriously implement commitments on international economic integration and commitments in FTAs; study and propose plans to negotiate new FTAs as well as upgrade some signed FTAs.

- Review and evaluate the roadmap for the implementation of current international economic integration commitments and the impact on each industry and field to adjust the industry development strategy accordingly, promptly grasp arising problems and propose solutions...

(4) Promoting post-COVID-19 economic growth and sustainable development

- Focus on developing effective response/adaptation scenarios to natural disasters, epidemics, etc. in the coming time.

- Step up industrialization, modernization, and economic restructuring in association with renovating the growth model, ensuring substance and efficiency; promoting fast, sustainable, and green growth on the basis of macroeconomic stability.

- Drastically implement large-scale investment programs, especially for strategic infrastructure, to promote inter-regional transport infrastructure projects, green energy, green infrastructure, national digital infrastructure, etc. .

(5) Comprehensive integration in the fields of culture, society, science and technology, security, and defense

- Actively participate in building and shaping regional and global economic and trade structures; including the development of orientation documents for WTO, ASEAN, APEC, ASEM, and Mekong sub-regional mechanisms, especially in new areas of cooperation such as digital transformation, green growth, and inclusive and sustainable development.

- Strengthen research and understanding of development trends, new initiatives, policies, and experiences of countries in the integration process,
especially countries that are effectively implementing international integration commitments.

- Improve the mechanism of integrated and unified management of the sea, improve the efficiency of law enforcement at sea....
