Solutions to continue to innovate, arrange the apparatus to be streamlined, effective and efficient in Vietnam 

Propose many tasks and solutions, for example:

- Ministries, branches, and localities continue to promote the work of information and propaganda to raise awareness of the responsibility and determination of cadres, civil servants, public employees, and employees, especially the leaders, in the implementation of Resolution 18-NQ/TW.

- Ministries and ministerial-level agencies are responsible for:

+ Continuing to review, amend, supplement, issue new, or submit to competent authorities for promulgation legal documents related to industries and fields under their management to overcome limitations and obstacles, streamline the apparatus, and improve operational efficiency and effectiveness.

+ Continuing to promote decentralization and reasonable decentralization of powers between the central and local governments, between superiors and subordinates, linking authority with responsibility; clearly defining the mechanism of decentralization and authorization, etc.

- The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with concerned ministries, branches, and localities in, focusing on performing the following tasks:

+ Review and propose amendments and supplements to: authority to assign and manage payroll; promote decentralization and authorization of state management in association with the individualization of responsibilities of the head; urban government;... in the Law on Government Organization, the Law on Organization of Local Government, the Law on Cadres and Civil Servant, and the Law on Public Employees.

+ Assume the prime responsibility for, and coordinate with line ministries and sectors in, reviewing, synthesizing, reporting, and proposing the transfer of a number of public administrative tasks and services in their respective branches and domains.

- Continuing to strengthen the internal organization of agencies, organizations, and units in the direction of leanness; reviewing, supplementing, and perfecting functions, tasks, powers, and working relationships of agencies, organizations, and units.

- Continuing to strictly implement the Politburo's Regulations and Conclusions on Payroll Management of the Political System and on improving the efficiency of payroll management of the political system in the period of 2022–2026.

- Completing the list of job positions together with the capacity framework and job description of the political system as the basis for determining the payroll of each agency, organization, or unit.
