Solution for Handling Cases of Overrecruitment of Public Employees

This is the key content highlighted in Resolution 54/NQ-CP from the regular meeting of the Government of Vietnam in April 2018, held on May 3, 2018.

Based on the agreement and conclusion reached, the Government of Vietnam proposes solutions for the management and use of public employees, labor contracts in the public service provider sectors of healthcare and education as follows:

- In the case of recruiting more public employees than the assigned target, the local authorities shall conduct evaluations, review the situation, and implement transfers and rearrangements within the district or province;- If it is not possible to arrange positions, then staff reduction shall be implemented according to Decree 108/2014/ND-CP;- In cases where labor contracts are signed for professional and specialized tasks, if there are remaining targets, recruitment into public employee positions will be carried out. Priority will be given to long-term contracted individuals who are competent and suitable for the positions that need recruitment;- After recruiting enough targets but there are still redundancies, the contracts will be terminated.
