Several enterprises permitted to defer trade union fee payment until December 31, 2023 in Vietnam

According to the Decision, the Vietnam General Confederation of Labor agrees to permit enterprises with a reduction of at least 50% of their workers contributing to social insurance compared to January 1, 2023 (including workers subject to furloughs, suspension of labor contracts, unpaid leave agreements) due to order decline to defer their trade union fee payment until December 31, 2023; while

Assigning Standing Committees of Labor Confederations of provinces and cities; Trade Unions of Central Authorities and equivalences; Trade Unions of Corporations affiliated to the General Confederation to assess, identify, and take responsibility for issuing decisions to permit enterprises with order decline to defer their trade union fee payment until December 31, 2023, and report the implementation of this Decision to the General Confederation (through the Financial Committee) before January 31, 2024.

Trade union fee payment methods

According to Article 6 of Decree No. 191/2013/ND-CP, trade union fee payment methods are as follows:

- Agencies and units that have all or part of the regular operation costs covered by the state budget shall pay trade union fees once every month at the same time as compulsory social insurance payment for employees.

State Treasuries where agencies and units open transaction accounts shall, based on trade union fee withdrawal invoices, control expenses and transfer the collected fees to the deposit accounts of trade union organizations at banks.

- Organizations and enterprises shall pay trade union fees one every month at the same time as compulsory social insurance payment for employees.

- Organizations and enterprises of agriculture, forestry, fishery, and salt that pay salaries under the cycle of production and trading shall pay trade union fees once by months or quarters at the same time as compulsory social insurance payment based on registration with trade union organizations.
