Send the Downsizing Plan to the Ministry of Home Affairs by October 31

This is the directive of the Ministry of Home Affairs in Official Dispatch 5470/BNV-TCBC regarding the implementation of Conclusion 17-KL/TW of the Politburo on streamlining the workforce.

The provinces that have not yet developed and approved the staff downsizing plan until 2021 and annually, the Provincial People’s Committee must urgently draft a plan and submit it to the Ministry of Home Affairs by October 31, 2017.

The staff downsizing plan needs to clearly identify the following two main issues:

- The staff downsizing rate by 2021 must reach at least a minimum of 10% compared to the number of staff assigned in 2015;- Promoting the implementation of the self-management mechanism, private investment in, replacing the salary source from the State budget with the salary source from the revenue of the career for public service providers with revenue from the career.

At the same time, the Provincial People’s Committee is also responsible for reviewing and compiling the number of staff as of September 30, 2017 (as per the attached templates) to report to the Ministry of Home Affairs by November 5, 2017.
