Prime Minister of the Government of Vietnam has issued Decision No. 1385/QD-TTg approving the Scheme to support villages and hamlets of especially difficult communes in border areas, mountainous regions, coastal areas, and islands to construct new rural areas and sustainably reduce poverty for the period 2018 - 2020.

The project is implemented to support hamlets, villages, and settlements in particularly difficult communes that meet fewer than 10 new rural criteria in border areas, mountainous regions, coastal sandbanks, and islands. The support contents include:

- Supporting models of concentrated production development linked to raw material areas suitable for the specific conditions of the locality and organizing replication based on the development of characteristic products;- Supporting the construction of essential works to improve the living conditions of the people;- Training to develop skills in the community, trusted people in the community; vocational training for rural labor.
