Scheme on Language Proficiency Assessment Test Without Naming Test Creators and Evaluators

This is the content to note when developing the project for organizing foreign language competency assessments (FLCA) according to the 6-level foreign language proficiency framework for Vietnam as stipulated in Official Dispatch 1807/QLCL-QLT of the Quality Management Department.

The Department of Education and Training, universities, and colleges must develop a Scheme for organizing foreign language competency assessments as stipulated in Article 5 of the Regulation on foreign language competency assessments attached to Circular 23/2017/TT-BGDDT, including the following main contents:

- Introduction of the unit organizing the foreign language competency assessment (FLCA);- General conditions: Facilities, computer-based testing software;...;- Conditions regarding the staff conducting the FLCA and the question bank;- Plan for organizing the tests;- Commitment to implementing the Scheme;- Appendix.

Special note:

- The Scheme must be publicly disclosed on the unit’s electronic information page and on the Ministry of Education and Training's electronic information portal;- The public content of the Scheme should not specify the list of personnel who prepare and grade the tests.
