The Central Executive Committee signed Decision 162-QD/TW promulgating the sample working regulations of the party delegation and party committee established by the Secretariat.

According to the standard regulations, the Secretary has the following responsibilities and authority:

- Lead the party delegation/party affairs committee; provide overall direction, bear primary responsibility before the Politburo, the Secretariat, and the party delegation/party affairs committee for the activities of the party delegation/party affairs committee;- Be responsible for organizational and personnel work according to the decentralized management regulations; assign tasks to members of the party delegation/party affairs committee;- On behalf of the party delegation/party affairs committee, sign documents sent to the Politburo and the Secretariat. In case of absence, the Secretary may authorize the Deputy Secretary or a member to preside over the meeting and sign the report document.

Also, according to the regulations, when organizing meetings of the party delegation/party affairs committee, at least two-thirds of the members must be present, and the meeting documents must be sent in advance to the members.
