This is the guidance content of the Ministry of Labor, Invalids, and Social Affairs in Official Dispatch 4513/LDTBXH-TCCB regarding the implementation of Circular 05/2017/TT-BNV on the appointment of ranks and salary classification of officials and public employees (CCVC) in the administrative sector.

CCVC recruited, received, and promoted in the administrative professional sector under Circular 11/2014/TT-BNV shall be appointed to ranks and receive salaries according to the salary table in Decree 204/2004/ND-CP. Specifically:

- Apply Table 2 for the following official ranks:- Senior Specialist: Apply for officials of type A3 (group 1);- Principal Specialist: Apply for officials of type A2 (group 1);- Specialist: Apply for officials of type A1;- Administrator: Apply for officials of type A0;- Employee: Apply for officials of type B.- Apply Table 4 for the rank of driving staff within the agency.

CCVC holding the ranks of Senior Specialist, Principal Specialist, and former Specialist according to Decision 414/TCCP-VC under the new official ranks (according to Circular 11) will continue to maintain and receive salaries according to those ranks.

Employees working under the policies of Labour Contracts (under Decree 68/2000/ND-CP) will continue to receive salaries according to Table 4.
