Review and propose amendments to the Law on Thrift Practice and Waste Combat of Vietnam

Pursuant to the tasks and solutions outlined in Directive 27-CT/TW 2023 by the Politburo on enhancing the Communist Party's leadership in thrift practice and waste combat, the Government issues the Action Program to implement Directive 27-CT/TW 2023.

Accordingly, the key tasks and solutions to continue reviewing, supplementing, and perfecting the legal system on thrift practice and waste combat under the Action Program to implement Directive 27-CT/TW 2023 on strengthening the Communist Party's leadership in this work are as follows:

• Review and propose amendments to the 2013 Law on Thrift Practice and Waste Combat with a focus on saving as the primary goal, combating waste as the duty, ensuring unity, synchronization, and feasibility; focus on clearly defining the responsibilities, tasks, and powers of agencies, organizations, collectives, and individuals, especially the leaders; specifically stipulate violations and forms of handling.

• Pay attention to reviewing and perfecting legal regulations in fields related to thrift practice and waste combat, focusing on areas prone to losses, waste, and negativity such as bidding, auctions, land management and use, resource management, credit, public asset management, public investment, use of state capital invested in production and business at enterprises.

• Amend and perfect the system of standards, norms, economic-technical norms, unit prices, and public spending regimes as a basis to reduce wastage in the use of capital, assets, resources, labor, and working time, and improve the efficiency of thrift practice and waste combat.
