Circular on suspension of merchanting trade and temporary import of plywood into Vietnam for re-export to the United States

Supplement Article 3a on the responsibility for implementation of Circular 22/2019/TT-BCT on suspension of merchanting trade and temporary import of plywood into Vietnam for re-export to the United States as follows:

- In cases where the legal documents referenced in Circular 22/2019/TT-BCT are amended, supplemented or replaced, the implementation shall follow such amended, supplemented or replaced documents.

- During the implementation of Circular 22/2019/TT-BCT, if any issues arise, traders, agencies, organizations, and individuals concerned shall submit their reflections in writing to the Ministry of Industry and Trade of Vietnam for resolution.

Concurrently, amend the provision on the validity of Circular 22/2019/TT-BCT as follows:

Circular 22/2019/TT-BCT is effective from December 27, 2019, to December 31, 2029. (Instead of being effective until December 31, 2024)

Circular 17/2024/TT-BCT takes effect in Vietnam from November 25, 2024.

Regulations on suspension of merchanting trade and temporary import of plywood into Vietnam

As per Article 3 of Circular 22/2019/TT-BCT, the suspension of merchanting trade, temporary import, re-export of plywood into Vietnam for re-export to the United States is stipulated as follows:

- Suspend transshipment business and temporary import into Vietnam for re-export to the United States for plywood products classified under HS group 44.12 as per the list of Vietnamese export-import goods issued with Circular 65/2017/TT-BTC.

- For those consignments of plywood that have undergone temporary import or transshipment customs procedures before the effective date of this Circular, re-export and transshipment shall continue to be carried out in accordance with Decree 69/2018/ND-CP and current regulations.
