On February 08, 2025, the Government of Vietnam issued Decree 18/2025/ND-CP detailing certain provisions of the Law on Electricity related to electricity trading activities and the situations ensuring the supply of electricity.
The responsibilities for ensuring power quality of electricity buyers for non-domestic purposes in Vietnam are stipulated as follows:
- The electricity buyer is responsible for ensuring that their electrical equipment meets power quality requirements according to the technical standards issued by the Minister of Industry and Trade.
- Electricity buyers engaged in production or business with their own power stations or a maximum usage capacity of 40 kW or more over three consecutive electrical measurement cycles shall be responsible for:
+ Registering the load profile and technical specifications of the electrical equipment with the electricity seller;
+ Ensuring the power factor cosφ ≥ 0.9 at the location of the electrical measurement equipment in conditions where the electricity system ensures power quality according to the Regulations of the Minister of Industry and Trade. In cases where the power factor cosφ < 0.9, the electricity buyer must purchase additional reactive power capacity from the electricity seller's system in accordance with Article 5 of Decree 18/2025/ND-CP;
+ Ensuring technical standards regarding harmonics, voltage fluctuations, and voltage flicker according to the regulations on electricity transmission, distribution, and measurement systems issued by the Minister of Industry and Trade.
- In cases where the electricity buyer has the ability to generate reactive power for the electricity system and the electricity seller requires reactive power, both parties may negotiate the purchase and sale of reactive power through a contract.
- If the electricity buyer requires higher power quality than specified by the Ministry of Industry and Trade, the electricity buyer and seller may negotiate and specifically stipulate power quality requirements in the electricity purchase and sale contract.
