Resolution on building and promoting the role of intellectuals in Vietnam

The goals and vision of the Resolution on building and promoting the role of intellectuals in Vietnam are stipulated as follows:

(1) Objectivé until 2030

- Develop a team of intellectuals in quantity and quality, especially a team of leading experts and scientists in key fields and new fields, to meet the requirements of industrialization and modernization in the country.

- Complete mechanisms and policies to ensure feasibility and synchronization, creating opportunities, conditions, and motivation for the intellectual team to develop comprehensively, improve capacity and qualifications, and contribute to the country. Prioritize ensuring resources for investment in science and technology development, especially high technology, core technology, source technology, and spearhead technology; Pay attention to investing in basic research and applied research in areas where Vietnam has strengths in the social sciences and humanities, political theoretical sciences, management, education and training, health, culture, literature, and the arts.

- Develop a number of research facilities and higher education institutions to reach advanced levels among the leading groups in Asia; among which Hanoi National University and Ho Chi Minh City National University are ranked among the top 500 universities in the world.

- Increase the number of inventions and scientific works in regional and world rankings; scientific and technological products; literary and artistic works; and works published in prestigious domestic and international journals. Improve the quality of Vietnamese scientific journals to reach regional and international levels.

(2) Vision to 2045

Vietnam's intellectual team is strong, has high quality, has a reasonable structure, is among the top in the region, and is close to developed countries. It has many influential scientists in the world, winning international awards in various fields; Many science and technology organizations, education, and training facilities meet international standards to meet the requirements of developed countries.
