Resolution of the thematic session on lawmaking in Vietnam in December 2023

At the Law Development Session in December 2023, the Government spent a lot of time discussing, reviewing, and giving opinions on 07 proposals to form laws and ordinances and 02 draft laws:

(1) Proposal to develop a Law on Fire Safety and Rescue;

(2) Proposal to develop an Extradition Law;

(3) Proposal to develop a Law on Transfer of People Serving Prison Sentences;

(4) Proposal to develop a Law on Participation in United Nations peacekeeping forces;

(5) Proposal to develop an Ordinance on Management and Protection of the President Ho Chi Minh Mausoleum Relic Area;

(6) Proposal to develop a Law on Mutual Legal Assistance in civil matters;

(7) Proposal to develop a Law on Urban Development Management;

(8) Acquiring, revising, and completing the Law on Credit Institutions project (amended);

(9) Acquire, revise, and complete the Land Law project (amended).

In particular, the Government basically agrees:

- 05 policies of the Proposal to develop the Law on Fire Safety, and Rescue.

- 03 policies of the Proposal to develop an Extradition Law.

- 03 policies of the Proposal to develop a Law on Transfer of People Serving Prison Sentences.

- 03 policies of the Proposal to develop a Law on Participation in United Nations peacekeeping forces.

- 04 policies of the Proposal to develop an Ordinance on Management and Protection of the Ho Chi Minh Mausoleum Relic Area.

- 03 policies of the Proposal to develop a Law on Mutual Legal Assistance in civil matters.

- Regarding 05 policies specified in the Proposal to develop a Law on Urban Development Management proposed by the Ministry of Construction in Report 56/TTr-BXD dated December 15, 2023, the Government basically unified the promulgation of policies to manage urban development, renovation, embellishment, and urban redevelopment; manage synchronous urban infrastructure development and urban underground space; Strengthen the effectiveness and efficiency of state management of urban development, ensuring sustainable urban development following modern urban models, in accordance with urban planning, maximizing the value of urban areas in the fields of economy - society - security - defense..., making an important contribution to the country's development process in the current and future periods.

- Regarding the acquisition, revision, and completion of the Law on Credit Institutions project (amended), the Government basically agrees with the contents of the explanation, reception, and revision of the draft Law on Credit Institutions (amended) as proposed by the State Bank in Proposal 166/TTr-NHNN dated December 21, 2023.
