Resolution 41: No Wide-Scale Support for All Covid-19 Affected Individuals

Recently, the Government of Vietnam has issued Resolution 41/NQ-CP regarding the regular March 2020 session of the Government of Vietnam.

Regarding the draft Resolution on measures to support people facing difficulties due to the Covid-19 pandemic, the Ministry of Planning and Investment presides, in cooperation with the Ministry of Labor, Invalids and Social Affairs, Ministry of Finance, Ministry of Justice, State Bank of Vietnam, and relevant ministries and agencies to thoroughly review the subjects, complete the draft Resolution, and submit it to the Government of Vietnam for consideration and signing according to the following principles:

- Support for individuals experiencing significant income reduction, job loss, cessation of employment, and inability to ensure a minimum standard of living due to the direct impact of the Covid-19 pandemic (not supporting all subjects indiscriminately);- Share responsibility between the State and Enterprises in ensuring social security for employees, with a reasonable distribution between central and local budgets;- Clearly identify the responsibilities of state management agencies, local authorities, and enterprises in determining and ensuring the correct target groups for support, ensuring transparency and public disclosure, and preventing policy abuse and profiteering.
