Resolution 128/NQ-CP of Vietnam: Temporarily suspending the application of Directives 15, 16, 19

The Government of Vietnam has just promulgated Resolution 128/NQ-CP dated 11/10/2021 provisional regulation "Adapting safely, flexibly, effectively controlling the COVID-19 epidemic".

According to this Resolution, when applying these temporary regulations, localities will temporarily not apply the provisions of Directive 15Directive 16, and Directive 19. In case it is necessary to apply epidemic prevention measures on a province-wide scale that is higher than those prescribed in Resolution 128/NQ-CP of Vietnam, it must be reported to the Ministry of Health and the Prime Minister.

In addition, the Resolution sets out three criteria to assess the level of the epidemic, including:

(1) Rate of new cases in the community/population/time

(2) Vaccination coverage

(3) The ability to absorb and treat the glands.

The assessment of epidemic level will be assessed from the commune level (recommended the smallest possible scale) on the basis of a classification of 4 epidemic levels (4 areas corresponding to blue, yellow, orange, red).

The Ministry of Health of Vietnam will guide the criteria, assessment methods and determine the level of the epidemic. Based on the instructions and the epidemic situation in the area, the Provincial People's Committee, to decide to change the epidemic level, notify at least 48 hours in advance to the people before applying.
