Residents are not permitted to live in industrial zones and export processing zones

On May 22, 2018, the Government of Vietnam issued Decree 82/2018/ND-CP on the management of industrial parks and economic zones. The decree provides detailed regulations on planning, establishment, operation, policies, and management regarding industrial parks and export processing zones.

Residents are not allowed to live in industrial parks and export processing zones. Exceptions are made for foreigners (including managers, executive directors, and experts) who are allowed to temporarily reside at enterprises within industrial parks and export processing zones according to the provisions of the provincial People's Committee, but they must meet certain conditions.

In addition, only investors, workers in export processing zones, export processing enterprises, and persons having business relations with agencies, organizations, and enterprises in export processing zones, and export processing enterprises are permitted to enter and exit export processing zones and industrial parks.
