On December 22, 2022, the Minister of Finance of Vietnam issued Circular 75/2022/TT-BTC on the rate of collection, the mode of collection, payment and management of residence registration fees in 2023.
According to Vietnam's Circular 75/2022/TT-BTC , the residence registration fee rates applicable from February 5, 2023 in Vietnam are as follows:
- Registration for permanent residence: 20,000 VND/time (directly) and 10,000 VND/time (online);
- Registration and extension of temporary residence registration with individuals and households: 15,000 VND/time (directly) and 7,000 VND/time (online);
- Registration and extension of temporary residence registration according to the list: 10,000 VND/time (directly) and 5,000 VND/time (online);
- Household separation: 10,000 VND/time (directly) and 5,000 VND/time (online).
Furthermore, cases requiring exemption from residence registration fees in Vietnam include:
- Children specified in the Law on Children 2016; the elderly according to the provisions of the Law on Elderly 2009; people with disabilities under the provisions of the Law on People with Disabilities 2010.
- People with meritorious services to the revolution and relatives of people with meritorious services to the revolution are eligible for incentives according to the provisions of the Ordinance on Incentives for People with Meritorious Services to the Revolution 2020.
- Ethnic minorities in communes with extremely difficult socio-economic conditions; citizens permanently residing in border communes; citizens permanently residing in island districts; citizens belonging to poor households as prescribed by law
- Citizens aged between 16 and 18 are orphans of both parents.
Vietnam's Circular 75/2022/TT-BTC takes effect on February 5, 2023.
