Below if the content mentioned in Official Telegram 47/ CD-TTg of 2024 issued by the Prime Minister on enhancement of the management of e-cigarettes and heated tobacco products in Vietnam.

Research on issuance of solutions for management of e-cigarettes and heated tobacco products in Vietnam

In order to strengthen control and promptly prevent the harmful effects of using e-cigarettes and heated tobacco products in Vietnam, the Prime Minister of the Government of Vietnam requests the Ministry of Health to:

- Inform, educate, and communicate about the harmful effects of e-cigarettes and heated tobacco products to units, organizations, and individuals within their management scope;

- Research and propose, either under its own authority or to higher authorities, the issuance of management solutions for e-cigarettes and heated tobacco products.

Additionally, various ministries and localities are assigned tasks:

Ministry of Finance to: Direct the Customs force to inspect and strictly control the transportation of smuggled e-cigarettes and heated tobacco products through border gates and customs-controlled areas, and establish special investigations against smuggling rings and organizations dealing in e-cigarettes and heated tobacco products.

Ministry of Defense to: Direct the Border Guard to enhance patrols and control in border areas, trails, and openings to promptly detect and handle individuals smuggling, storing, and transporting smuggled e-cigarettes and heated tobacco products.

Ministry of Public Security to: Direct police forces at all levels to strengthen investigation activities, grasp the situation, establish special cases, concentrate on fighting and destroying networks, organizations, and leaders involved in the sales and mixing of prohibited substances into electronic cigarette liquids for prosecution and legal proceedings.

Ministry of Industry and Trade to: Direct the Market Management force to strengthen management of the domestic market, regularly inspect and strictly handle organizations and individuals involved in the trading, storing, and transporting of smuggled e-cigarettes and heated tobacco products.

Ministry of Information and Communications, Ministry of Health, Ministry of Education and Training, Vietnam Television, Voice of Vietnam, Vietnam News Agency, and People's Committees of provinces and centrally affiliated cities to: Direct media agencies to propagate information about the harmful effects of e-cigarettes and heated tobacco products.

National Steering Committee against Smuggling, Trade Fraud, and Counterfeit Goods (National Steering Committee 389): Directly guide the 389 Steering Committees of ministries, sectors, and localities in monitoring, urging, and inspecting the functional forces in implementing this Official Telegram from the Prime Minister of the Government of Vietnam.

People's Committees of provinces and centrally affiliated cities: Direct local authorities and functional forces to:

- Regularly inspect, check, and handle violations, strictly punish acts of smuggling, transporting, storing, and trading in unauthorized e-cigarettes and heated tobacco products on the Vietnamese market;

- Enhance information, education, and communication about the harmful effects of e-cigarettes and heated tobacco products to the public.
